Bem, estou reabrindo o tópico na esperança de conseguir mais ajuda.
Atualizei o sistema para o 11.04, com kernel 2.6.38-10 generic, e o problema de não conseguir desligar/ só reiniciar voltou. Aliás, na minha máquina (Athlon 64, bios Phoenix), esse problema acontece desde a atualização para o kernel 2.6.32-31.
Já tentei incluir a instrução " apci=force" na linha de kernel do sudo gedit /boot/grub/menu.lst

Mas não surtiu qualquer efeito. Também tentei esse procedimento a seguir:

Open a terminal and type
$ sudo modprobe -rf rt2860sta
(Initially I tried sudo modprobe -rf rt2800pci,this command freezes my computer again so I tried the above command and it worked.)
In the above command,I am removing the rt2860sta module which is a Wifi driver.The actual reason for the shutdown/reboot/Wifi issue,is that during booting the kernel invokes both the rt2860sta and rt2800pci drivers,which in turn causes a conflict.This blocks,shutdown and restart.
$ sudo modprobe rt2860sta
Adding the module again.
$ echo blacklist rt2860pci | sudo tee -a /etc/modprobe.d/blacklist.conf
Here,I am blacklisting the module which is conflicting with the actual driver.

Mas não cheguei a colocar o tal módulo rt2860sta em blacklist...
Assim, está essa situação chata. O sistema é usável (Gnome clássico! O Unity é horrível!) mas, justamente na hora de desligar, fica com essa chatice.
