Apt-get não funciona !

Olá pessoal, estou com o seguinte problema. Ao tentar baixar as atualizações pelo terminal acontece o erro abaixo, já fiz de tudo e o erro persiste, se alguém souber, ficarei grato.

Lá nos "Canais de software" (sudo software-properties-gtk) talvez seja o caso de trocar de servidor para um dos servidores-espelho e tentar de novo.

Já alterei pra servidor principal, servidor brasileiro e não funcionou.

O apt funcionou quando executei com o sudo no meu usuário (sudo apt-get update). No usuário ROOT só funcionou quando coloquei o proxy  da minha rede no /etc/environment.
